The standards review planning derived from Senate Bill 08-212 which requires that all 13 Colorado Model Content Standards be revised to include 21st century skills. A varied representation of stakeholders oversee and guide this community-driven, transparent revision process. The Colorado Department of Education has partnered with a research company, WestEd. WestEd will provide a gap analysis of our current standards, as well as an overview of national and international referents. There were more than 700 individuals that applied to serve on the content subcommittees. Applications were reviewed by the stakeholders and selected members (math, science, music, reading and writing, financial literacy, dance, theatre, physical education, world language, civics, economics, geography, history, and visual arts) were announced on November 26th. There is a timeline and plan to communicate regularly with all Colorado citizens. There are many ways to stay informed as this process occurs! The review will take place in 3 phases: The standards stakeholders’ committee role is to advise CDE on the shape, depth, breadth and design of our new state standards. They have recommended both the description and specific 21st century skills to the content standards, beginning with the "end in mind "(post-secondary and workforce) as the set point for our expectations and to specify by grade from pre-school through the 12th grade the standards and benchmarks. The stakeholder group has conveyed this advice to CDE. The standards stakeholders committee also selected members of the standards review sub-committees and co-chairs using a name blind process of applications and resumes. Selection of the members was designed to represent different demographic, geographic and professional sectors such as business, K-12 education, and higher education. The review sub-committees will begin meeting in January of 2009 to review and revise content standards. Financial literacy is now incorporated in these standards. They will be located as appropriate in Mathematics and Economics. State Board given Phase I standards for review – May 13 Phase II – History, Economics, Geography, and Civics Training of Co-Chairs – TBD Subcommittees meeting – March 28-May 16 Regional tour for public feedback – Aug. 4 - Aug. 20 State Board given Phase I standards for review – August 10 Phase III – World Language, Physical Education, Dance, Theatre, and Visual Arts Training of Co-Chairs – TBD Subcommittees meeting – June 20-August 22 Regional tour for public feedback – August 31-September 11 Additional Information: All revisions will be available for public review and comment following these meetings. The final recommendations for the revisions will be made to the State Board of Education at their December 2009 meeting. Phase I co-chair training was held on December 16th to better understand their roles and responsibilities and identify the scope of work. The co-chairs, with the support of CDE, will facilitate the work of the standards review committees. When the standards review is complete in December 2009, recommendations will be brought to the State Board of Education for adoption. The state assessment will then be reviewed and a new state assessment system will be adopted in December 2010 for implementation in 2012. I am excited to be working with the physical education subcommittee. As we begin the creation of our new standards, I am hopeful to reflect on the research and guidance the American Alliance for Physical Education, Recreation, and Dance (http://www.aahperd.org) offers with focus through the National Association for Sport and Physical Education (http://www.aahperd.org/naspe/ ). There are a number of research topics and position papers posted (http://www.aahperd.org/Naspe/template.cfm?template=position-papers.html ) that could be listed as resources or aligned beliefs. For example, “Appropriate Use of Instructional Technology in Physical Education” may be of interest. Most of the position papers help with implementation at the district and school levels and listing them as references or making them available through direct links could easily disseminate values on a broad scale.
